Organized in collaboration with the Instituto Nacional de Administración Pública (INAP)

The Menéndez Pelayo International University (UIMP) and the Instituto Nacional de Administración Pública (INAP) have planned, through an academic alliance, the program for the Official High Master's Degree in Training Local Administration Public Employees with National Qualification.
The aim of this program is to provide those people who have passed the state exam or the internal promotion exam of the selection process for secretaries and auditors-treasurers in local government with a national qualification with the necessary training and skills to efficiently carry out their job.
This specialised training is the first link in the chain of training activities in which the new secretaries and auditors-treasurers take part in the future, and will be ongoing within the INAP (Spain's National Institute of Public Administration) training programs.
The MA consists of 3 specialities, each with 10 credits:

The Master's Degree in Training Local Administration Public Employees with National Qualification is adapted to the European Higher Education Area (EHEA) and its course load is measured in ECTS credits, which is the standard used by all universities in the EHEA to guarantee homogeneity and quality in university studies.
Stipulated Period: from November 16 to November 27, 2020 (until 2 p.m. Madrid time).
Resolutions on Admissions: Until December 11, 2020.
Claims Period: 14 and December 15, 2020.
Stipulated Period: from December 21, 2020 to January 11, 2021.

Admission of candidates will be decided by the Academic Committee for the master's according to the conditions for access and specific requirements for admission to the program with the objective of not surpassing the 250 spaces established as the course maximum.

The Master's has a course load of 60 ECTS credits. The program is structured around a common core of 30 mandatory credits (20 common credits and 10 specialty credits) and 18 credits for professional internship. The End of Master's Project has a course load of 12 credits.

New trends in the training of Public Administration managers within our socio-economic setting point to the suitability, relevance, usefulness and even the need to make this training official, by giving it a place in the appropriate educational level within a university context (or, in more general terms, at tertiary level), and aligning it with the levels defined in the Spanish National Qualifications Framework (MECES), and their European equivalents (QF-EHEA and EQF).
For this reason the Ministry of Finance and Public Administration has entrusted the INAP (as they are leaders in the training of Public Administration Senior Management), in collaboration with the UIMP (as they are at the service of the State's Public Administration), to convert the entrance process for employees with a national qualification into an MA.
The first objective of this MA is to position this training in its rightful place because of how the speciality enriches professionalism and because of the essential and particularly complex work that the local administration public employees with a national qualification carry out.
Secondly, but by no means less important, by placing this training in a university context, the objective is for it to benefit from the acquisition of competences and/or results from a learning process and academic planning where quality is the axis upon which teaching, teacher and student performances revolve.
Showcasing the value of public management training in our country is, from every standpoint, a strategic objective which is particularly relevant due to the fact that there is an unquestionable need for professionals in Public Administration for whom public service, transparency and accountability are the main priority. It is indisputable that a solid training is a baseline requirement. This is what this MA aims to achieve for local administration public employees with a national qualification.
Therefore, there are two main reasons why INAP and UIMP have worked towards validating their program:
It will provide a guarantee for the students who graduate, since this degree has academic and professional validity on a national level, while aligned with the European Higher Education Area. Moreover, it will allow them to compare with equivalent offers on the market since the same competences and study time, based on the ECTS concept, are used. Lastly, the students will have a quality MA which will allow them to apply for other professional levels.
For the INAP, the fact that the courses are subject to the assessment and monitoring systems for official degrees set out by ANECA (National Agency for Assessment and Certification) who oversee the systems' correct implementation and results, means a commitment to quality teaching and training.
CG1 - Identify and define alternatives for problem-solving and/or conflicts in the workplace on Local Administration from a proactive standpoint.
CG2 - Integrate theoretical knowledge to be able to face complex situations where both public and private actors come into play.
CG3 - To use communication techniques effectively for both personal relationships with civil servants and politicians, as well as to communicate ideas and rationale.
CG4 - Visualize how leadership in Local Administration can, both reactively and proactively, generate value in the eyes of the public.
CG5 - Analyze how other public administrations control and manage local public affairs, with a view to exchanging experiences which might improve services.
CG6 - Become familiar with and use interpersonal skills to boost negotiation and cooperation, by harmonising the positions and interests of the interested parties who work with Local Administrations.
CG7 - Identify the principles which form the basis of ethical commitment and public service in line with the principles of integrity, professionalism and impartiality.
CG8 - Analyze problems that arise in local corporations with a view to finding creative and innovative solutions in decision-making.
CG9 - Coordinate and lead the working of Local Administration units lead by a local administrator with a national qualification, by integrating the principles of management change and encouraging teamwork.
CG10 - Become familiar with and use the tools and processes which lead to the transformation of the information that public organizations have (and the people who work there) in full knowledge of how to continually improve these services.
CE1 - Become familiar with and analyze the structure and functioning of Public Administration and the factors that influence its development.
CE2 - Integrate both quantative and qualitative technical concepts which lead to understanding both the social and political-institutional reality of Local Administrations.
CE3 - Define initiatives that promote the continued improvement and control of Local Administrations.
CE4 - Plan the budget and financial resources in line with the objectives and priorities set out by the municipal corporative organizations.
CE5 - Become familiar with the mechanisms underlying public contracts and services in local entities in line with the requirements for professional categories and in compliance with the current regulations.
CE6 - Become familiar with the mechanisms used to manage human resources in local entities in line with the requirements for professional categories and in compliance with the current regulations.
CE7 - Apply the knowledge of regional laws to local entities.
CE8 - Draw up reports with a view to advising (from a legal and economic standpoint) the elected members of Local Corporations in their decision-making efforts.
CE9 - Transform and understand the information which arises in Local Administration with a view to improving the services rendered to the public.
CE10 - Become familiar with the tools offered by information and communication technology towards an improved and more efficient Local Administration.
These competences correspond to each of the MA specialities. Therefore, they will be taught to the students in the corresponding chosen speciality.
CIT1 - Become familiar with economic management systems (expense and revenue management) to improve their processes.
CIT2 - Acquire specialised knowledge in management, budget stability and public borrowing at local level.
CIT3 - Acquire specialised knowledge in the implementation, modification and elimination of local taxes and other public and private revenue.
CIT4 - Apply planning and financial management in the administration, revenue and income inspection in local entities. CIT5 - Adequately control budgets and finances from a relational and proactive standpoint.
CIT6 - Acquire specialised knowledge in public accounting and anual public accounts.
CIT7 - Based on efficiency and financial sustainability, integrate initiatives for the evaluation and optimisation of the economic management of local administration.
CS1 - Acquire specialised knowledge in public trust and legal defense.
CS2 – Integrate legal knowledge in order to offer adequate advice and integral legal control, from a relational and proactive standpoint, with a view to fostering satisfactory decision-making.
CS3 – Recognise the tools necessary to improve the organisation of the services related to public faith and legal advice within local entities.
CS4 - Acquire specialised knowledge in the integral management of local assests.
CS5 - Acquire specialised knowledge in the management of the General Registry, Municipal Archives, the registers of interests of the members of corporations, and general notifications and communications in local events.
CS6 – Run the General Secretary's office and Legal Services of local corporations while protecting and legally defending the rights and interests of locals.
CS7 – Become familiar with the different administrative management systems and procedural circuits in all areas of local activity from a legal standpoint.
CSI1 - Acquire specialised knowledge in management, budget stability and public borrowing at local level.
CSI2 - Adequately control budgets and finances from a relational and proactive standpoint.
CSI3 - Acquire specialised knowledge in public accounting and annual public accounts.
CSI4 - Acquire specialised knowledge in public trust and legal defense.
CSI5 - Integrate legal knowledge in order to offer adequate advise and integral legal control, from a relational and proactive standpoint, with a view to fostering satisfactory decision-making.
CSI6 - Acquire specialised knowledge in the integral management of local assests.

The Master's Degree in Training Local Administration Public Employees with National Qualification is especially aimed towards university graduates with degrees in: Law, Political and Administration Sciences, Sociology, Business Administration and Management, Economics, Actuarial and Financial Sciences.
The only requirement for admission on this Master's Degree is having passed a state exam or internal promotional exam in the selection process for the body of Local Administration Public Employees with a national qualification.
The aim of this Master's Degree is to provide the graduates with the necessary training and skills to efficiently carry out the duties that they will need as Local Administration Public Employees with a national qualification.
Access with an official university degree from Spain or the European Higher Education Area (EHEA): Admission to the Master's Degree in Training Local Administration Public Employees with National Qualification requires an official university degree from Spain or another higher education institution belonging to another Member State of the EHEA which grants access to study a master's degree in the country of origin.
Access with a university degree from outside the EHEA: Students with degrees from education systems outside the EHEA can be accepted without requiring official recognition of their degrees by accrediting that the level of studies is the equivalent to that of official university degrees in Spain and that the degree allows access to postgraduate studies in the country of origin.
Access for these students depends on a favorable decision from the Rector. The decision by the Rector will never imply official recognition of the degree the student possesses nor its recognition for purposes other than to study the master's degree.

Legalized photocopy of ID document (in the case of Spanish students) or NIE or passport (in the case of foreign students).
Legalized photocopy of degree which grants access to the master's degree.
Personal academic transcript (or legalized photocopy).
ID-size photo, in JPG format, identifying the file with the student's surname(s) and name, without spaces.
Curriculum vitae (maximum of 4 pages), in PDF format, which allows evaluating other merits in the applicant's profile.
Students with a non-homologated degree or one which is in the process of homologation must additionally provide:
Certification from the university where studies were completed which states that the degree grants access to postgraduate studies in the country where it was issued.
Personal academic transcript which states the official length of the program in academic years, the curriculum followed, the subjects studied, grades received and the course load for each of them.
Acceptance of candidates will be decided by the Academic Committee for the master's once the pre-registration period is complete. The university will inform applicants of their acceptance in order to proceed with the registration process.
Original required documentation should ONLY be provided to the UIMP Student Secretary upon admission into the program by the Academic Committee.

The only requirement for admission on this Master's Degree is having passed a state exam or internal promotional exam in the selection process for the body of Local Administration Public Employees with a national qualification.
In this admission process, the following criteria will be applied:
60% will be awarded to the score obtained in the state exam or internal promotional exam in the selection process (this will be weighted by assigning the maximum value to the highest score, which will decrease as the score decreases).
15% will be awarded to the personal interview. The interview can take place telematically (skye, phone, videocall, etc) or face-to-face in the INAP headquarters, taking the place of residence of the applicant into account. To guarantee that the principles of merit and capability are applied during the admission process, the interview will be carried out by two MA program lecturers. Each interview will comply with the same rubric and the final result will be agreed upon by both interviewers. During the interview the candidate’s motivation for undertaking these studies will be assessed (5%), as well as their ability to analyze (5%) and oral expression (5%) when faced with the situations proposed during the interview.
25% will be awarded to the candidate's career and C.V. Special consideration will be given to previous experience in positions related the content of the MA in Local Administration (15%). 10% will be awarded to having a certification of tertiary studies at MA level in the field of public administration and management.
The selection of students will be done by the Subdirectorate for Training Programs in Local Administration at the INAP and will be approved by the Academic Committee. The definitive list for students accepted will be published each academic year on the UIMP web page.
The INAP will offer students a personalized and continuous support system throughout the Master's.
At the beginning of the Master's, a welcome session will be held at which members of the training program team will be present.
Additionally, each reading group will have a coordinator who will be available to students to guide and support them throughout the program.
At the same time, students will have a Virtual Classroom which includes a support service via message and forums.
Each student will also have an advisor who will guide them in completing the End of Master's Project.
The responsibility of the direction of this master's degree, as well as of the others taught in collaboration with the INAP, corresponds to a Single Academic Council, which is made up of three ex officio members -the INAP Director and two general deputy directors of this institution- and three appointed members -University professors of recognized prestige who teach at one of the INAP Masters. In addition, as secretary of the Academic Council, an official of one of the training sub-directorates of the INAP will act.

The Single Academic Council is responsible for annually approving the teaching schedule of each master's degree and the application of the admission criteria in the selection of students and the rules of permanence and recognition and transfer of credits. Likewise, it annually analyzes the report sent by the Quality Commission of the INAP in relation to the master's degrees taught to take the appropriate decisions.

Students have up to four calls to pass each subject, two per academic year enrolled with the current curriculum, counting among the four both qualified calls and those not evaluated.
Without prejudice to the maximum number of calls, to guarantee a minimum academic performance, and a reasonable use, students will have to exceed a minimum of 50% of the ECTS enrolled each academic year. If they do not reach this percentage, they will not be able to renew their enrollment to continue their studies at the UIMP.
Upon completing and passing the course, students enrolled in the master's program will receive the Master's Degree in Training Local Administration Public Employees with National Qualification.
